The language of flowers was introduced to England in the early 18th century by Mary Wortley, Lady Montague, whose husband was Ambassador to Turkey.
Hence it is believed that it started in this country.
Romantic lovers began using floral exchanges to convey emotional messages. In the Victorian era there was a rise in the popularity with this flower language. Suitors carefully studied these guidebooks to select appropriate bouquets for their lovers and sweethearts.
Depending on the culture, quite different meanings of flowers are attached to the same blooms, so you get a different answer depending on whom you ask.
The study of flower meanings is an actual science known as Florigraphy.
