The language of flowers was introduced to England in the early 18th century by Mary Wortley, Lady Montague, whose husband was Ambassador to Turkey.
Hence it is believed that it started in this country.
Romantic lovers began using floral exchanges to convey emotional messages. In the Victorian era there was a rise in the popularity with this flower language. Suitors carefully studied these guidebooks to select appropriate bouquets for their lovers and sweethearts.
Depending on the culture, quite different meanings of flowers are attached to the same blooms, so you get a different answer depending on whom you ask.
The study of flower meanings is an actual science known as Florigraphy.
You might want to also consider the meaning of some of the flowers when you make your choice of bouquet.

Don’t use cold water. Flowers like to be warm and prefer water that is tepid and not cold.
Check the vase each day. Remove any dead or fading blooms to prevent bacteria damaging the healthy flowers.
Add a tablespoon of sugar to nourish flowers or a splash of bleach to inhibit bacterial growth (just ¼ teaspoon per liter). Both extend the life of the flowers.
Change the water every day.
Display the bouquet away from full sun, heat, or hot and cold drafts. Also, position vase away from fruit bowls.
Don’t use cold water. Flowers like to be warm and prefer water that is tepid and not cold.
ADD A TABLESPOON OF SUGAR TO NOURISH FLOWERS OR A SPLASH OF BLEACH TO INHIBIT BACTERIAL GROWTH (JUST ¼ TEASPOON PER LITER). BOTH EXTEND THE LIFE OF THE FLOWERS.
DISPLAY THE BOUQUET AWAY FROM FULL SUN, HEAT, OR HOT AND COLD DRAFTS. ALSO, POSITION VASE AWAY FROM FRUIT BOWLS.
CHECK THE VASE EACH DAY. REMOVE ANY DEAD OR FADING BLOOMS TO PREVENT BACTERIA DAMAGING THE HEALTHY FLOWERS.
CHANGE THE WATER EVERY DAY.
